Topa Contracting Ltd. was created in December of 2018 as a partnership between FHQ Developments and Noble Construction Corp. With a focus on First Nation inclusion in the Industrial, Commercial and Mining Construction sectors, this partnership combines the strengths and resources of FHQ Developments with Noble Construction’s knowledge and experience. These attributes come together to create a construction powerhouse offering clients superior quality work, on-time delivery, and strong safety focus, all while developing a diverse and inclusive workforce.

Stone & Arrow Consulting LP was created in 2021 as a partnership between FHQ Developments and Stantec Consulting Ltd. This unique partnership will focus on Indigenous inclusion in engineering and design. The partnership combines the strengths and resources of FHQ Developments with Stantec Consulting’s knowledge and experience. Our approach to our clients’ most challenging issues is to dive deeper through engagement, collaboration, predictability, and safety.
50% Ownership | Limited Partnership
FHQ Developments launched a partnership with Ensign Energy Services Inc. (formerly Trinidad Drilling Ltd.) to enhance our capacity to participate in the oil and gas industry, particularly in Saskatchewan. Under this joint venture, FHQ Developments owns a 50% equity share of a 3,600 metre, double telescoping, mobile drilling rig deployed largely in southeastern Saskatchewan.

Service Agreement
At Badger Daylighting™ we build our own custom and purpose built hydrovac trucks – ‘Badgers’ or ‘Badger Hydrovacs’ as they are popularly referred to. These vacuum trucks use integrated high-pressure water and vacuum systems mounted on a truck chassis to expose buried infrastructure or prepare an area for future work.
